Guidelines for suppliers

Although RoSEFF is now closed, the database of 'green' technologies is being expanded and refined for future use.  Suppliers of green technologies may submit information about themselves and their products through links on the home page of this site.

Manufacturers and suppliers - register yourself and your products with RoSEFF... It's FREE!

LEME is only for pre-defined categories of energy efficiency and renewable energy equipment that meet specific minimum technical characteristics, so please:

  • Select the type of equipment you supply from the list below
  • Submit any of your products that meet the eligibility rules for inclusion on the LEME.

 

The following technologies may be listed on the LEME

ELECTRICAL EQUIPMENT

 

Electric motors, fans, ventilators and pumps with Variable Speed Drives (VSD)

  • New electric motors, fans, ventilators and pumps with built in VSDs are generically eligible to be financed using the RoSEFF procedure for small scale and simple investments.
  • Electric motors, fans, ventilators and pumps that do NOT have variable speed drives may NOT be financed using the RoSEFF procedure for small scale and simple investments.
  • There is no need to list individual models - as there are too many models - but manufacturers are invited to send lists of all their motors, fans, ventilators and pumps with VSDs, which may be listed together on the LEME. 
 

LIGHTING 

 
 

A rated lighting and LED lighting

  • ‘A' rated lamps and LED lamps are generically eligible for RoSEFF. There is no need for manufacturers to list individu al lamps (but you may if you wish), but suppliers who specialize in lighting systems are welcome to register on the List of Eligible Suppliers and Installers (LESI).  There are separate LEME categories for 'A' rated and LED lighting systems.

Compressors

C ompressor manufacturers are invited to add their models to the LEME that meet specific energy consumption criteria, as described below:

  • Reciprocating Compressors
    • 10 Bar: 0.155 kWh/Nm3
    • 15 Bar: 0.165 kWh/Nm3
    • 20 Bar: 0.230 kWh/Nm3
    • 30 bar: 0.288 kWh/Nm3
  • Lubricated Rotating Screw Compressors
    • 7.5 Bar: 0.104 kWh/Nm3
    • 10 Bar: 0.138 kWh/Nm3
    • 13 Bar: 0.153 kWh/Nm3
    • 20 Bar: 0.163 kWh/Nm3
  • Rotating Screw Compressors
    • 7.5 Bar: 0.105 kWh/Nm3
    • 10 Bar: 0.133 kWh/Nm3
    • 13 Bar: 0.155 kWh/Nm3
  • Dynamic Centrifugal Compressors
    • 3.5 Bar: 0.072 kWh/Nm3
    • 4.5 Bar: 0.074 kWh/Nm3

Tractors and agricultural equipment

  • Tractors and agricultural equipment with a specific fuel consumption of maximum 250 g/kWh (or 183.8 g/HP) may be financed using LEME.In the case that consumption data is not available for the machine, but is published for the engine, specific consumption of maximum 230 g/kWh (169.2 g/HP) may be used instead.
  • Combines with a specific fuel consumption of the engine of maximum 230 g/kWh (or 169.2 g/HP) may be financed using LEME.
  • Tractors and agricultural equipment are eligible to appear on the LEME if it can be shown that during the last five years, manufacturers published specific fuel consumption data for similar equipment has been certified by an internationally recognized specialist institution.
     
 

RENEWABLE ENERGY 

 

Solar hot water systems

  • Any hot water system that feature solar collectors with a Solar Keymark is technically eligible to be financed using the RoSEFF procedure for small and simple investments.
  • The Solar Keymark is a CEN/CENELEC European quality mark scheme. For more information, and to see a list of more than 1,600 certified solar collectors, please visit the website of the European Solar Thermal Industry Federation - www.estif.org.
  • Other related items required to build a solar hot water system (automation and connection systems, expansion vessels, a pump, pipes, a boiler, fittings, connections and mounting systems) are also eligible to be financed using RoSEFF when purchased together with solar collectors.

Biomass systems

  • Purpose-built biomass-fired equipment (wood, pellets, sawdust, corn husks etc.) may be financed using RoSEFF. The words purpose-built are very important – as multi-fuel appliances may not be listed on the LEME.

Biogas boilers a nd biogas CHP

  • Any technology that is purpose built for a carbon-neutral fuel, including biogas systems, may be financed using the LEME.
  • Biogas systems that cost more than 250,000 EUR should not be listed on the LEME, but may be financed using RoSEFF under a separate procedure for large and complex investments.

Micro h ydro turbines

  • Hydro systems of up to 10 MW may be financed using RoSEFF, based on a separate procedure for large and complex investments.
 

BUILDING RENOVATION 

 

 

LEME may be used to finance building insulation for

·         Existing commercial or administrative buildings (higher insulation standards apply)
o    Wall insulation - 15cm
o    Terrace/flat roof insulation - 20cm
o    Basement insulation - 12cm
·         Existing industrial or agricultural buildings (lower insulation standards apply)
o    Wall insulation - 10cm
o    Terrace/flat roof insulation- 15cm
 
LEME may not be used to finance insulation for any new buildings, nor for existing residential buildings.
 
Thinner insulation materials with equivalent or better insulating properties than described above may be listed on LEME, according to the following technical rules.

    • 14 cm wall insulation with λ ≤ 0.044 W/mK thermal conductivity
    • 13 cm wall insulation with λ ≤ 0.041 W/mK thermal conductivity
    • 12 cm wall insulation with λ ≤ 0.037 W/mK thermal conductivity
    • 11 cm wall insulation with λ ≤ 0.034 W/mK thermal conductivity
    • 10 cm wall insulation with λ ≤ 0.031 W/mK thermal conductivity
    • 9 cm wall insulation with λ ≤ 0.028 W/mK thermal conductivity
    • 8 cm wall insulation with λ ≤ 0.025 W/mK thermal conductivity
    • 7 cm wall insulation with λ ≤ 0.022 W/mK thermal conductivity
    • 6 cm wall insulation with λ ≤ 0.018 W/mK thermal conductivity

Double and triple  glazing

  • Sealed glazing units with a heat transfer coefficient (transmittance) lower than U = 1.3 W/m2K may be included on the LEME

 Window film

  • Type 1 and Type 3 window film (which reduce heating from sunlight) that are manufactured by members of the European Window Film Association (www.ewfa.org.) or that have been certified for quality by any recognised national or internatonal body may be added to the LEME.
 

HEAT PUMPS

 

Heat pumps

  • Ground source heat pumps with a Coefficient of Performance COP ≥ 4 may be added to the LEME.
  • The full costs of a heat pump system may be financed if the installer registers with RoSEFF on the List of Eligible Suppliers and Installers, and provides documentation that shows that the system will have a minimum Seasonal Performance Factor (SPF) - as defined in Annex VII of the RES Directive of 2009) - of at least 2.875.
 

BOILERS, BURNERS, HEATERS 

 

Boilers

  • All condensing gas boilers may be added to the LEME
  • Ordinary gas boilers with a minimum efficiency of 92% may be added to the LEME.
  • Any steam boiler that is fitted with an economiser may be on the LEME. It does not matter whether the economiser is internal or external; and furthermore any economiser for use with a steam boiler may be added to the LEME

Burn ers

  • Progressive burners with maximum emissions of 117 mg/kWh for NOx and 70 mg/kWh for CO may be added to the LEME
  • Other types of burners with a maximum emission of 120 mg/kWh for NOx and 40 mg/kWh for CO may be added to the LEME

 Infra-red gas he aters

  • Infra-red gas heaters may be added to the LEME.
 
 

COGENERATION AND TRIGENERATION  

 

Small s cale cogeneration

  • Reciprocating engines or small gas turbines that will be used for small scale cogeneration systems of up to 150kWe may be added to the LEME if their overall efficiency (thermal and electrical/fuel) is higher than 70%. These engines may be added to the LEME
  • Larger cogeneration and tri-generation units should not be listed on the LEME, but are eligible to be financed using RoSEFF under a separate procedure for large and complex cogeneration investments

The minimum eligibility criteria for energy efficiency equipment may be revised from time-to-time to take into account changes in market availability and national standards.
